Single Scottish Estate: case studies
Case studies demonstrating how the Single Scottish Estate is helping to reduce public sector property costs through coordinated decision-making.
Overview
An original proposal to extend leases for Compass & Quadrant House (CQH) to accommodate Care Inspectorate, Scottish Social Services Council and Office of the Scottish Charity Regulator was rejected as inefficient use of space and leasing costs.
An option to re-gear and consolidate into one property only was rejected by the landlord.
A location-based review under the Single Scottish Estate (SSE) highlighted other public bodies nearby with imminent lease expiries who could co-locate into CQH.
Solution
Property and Construction Division, in partnership with Care Inspectorate as lead occupier, engaged with all Dundee based public bodies to determine whether CQH could work for them operationally. Initially six bodies (CI, SSSC, OSCR, SG, SCTS and ES) agreed to co-locate and an umbrella SSE-based business case and discounted cash flow was developed to present for Ministerial approval in December 2022.
Since the original business case was approved a 7th partner body, Crown Office & Procurator Fiscal Service (COPFS), was identified as an additional co-tenant.
Outcome
The project has delivered cost savings of circa £6.325 million to the public purse over the initial five year lease period alongside a range of incentives worth in excess of £300,000.
The project has also supported the consolidation of five leased buildings into two, shrinking the size of the public sector estate in Dundee by circa 23,713 square feet (35%) and reducing associated carbon emissions.
