The science and evidence used to justify and inform SEPA’s Sea Lice Regulatory Framework are areas of concern for the aquaculture industry. Ministers requested CSA Marine to engage with the sector and report back on these concerns.

5. Annexes

Foreword

These annexes are published as a record of the work and thinking behind their main report, in which recommendations to Scottish Government Ministers are made. The annexes inform the main report but should not be read or quoted as recommendations in and of themselves. Annexes are the independent work and thinking of CSA Marine, written between July and November 2025 and based on information available in the public domain at that time, or scientific papers some of which are behind pay walls. Unpublished manuscripts under review are not considered.

At that time SEPA operated two websites both with information relating to SLRF. This situation has since improved, nonetheless, these annexes reflect what information regarding SLRF was available at the time Minister’s requested CSA Marine meet with and listen to their concerns. In order to understand the boundaries of the scope of the Minister’s request, it was necessary in places to stray beyond them. In places these annexes do stray, but the main report and recommendation do not, precisely because the boundaries were properly explored.
