Seal licensing system: third review

The third statutory review of the operation of the seal licensing system in Scotland under the Marine (Scotland) Act 2010. This covers improvements since the last review and makes recommendations for the future operation of the system.


1. Introduction

Section 129 of the Marine (Scotland) Act 2010 (herein referred to as “the 2010 Act”) requires that Scottish Ministers must review and publish a report on the operation of the seal licensing regime every five years. This is the third such review to have been carried out, the first being completed in September 2015, and the second in September 2020.

This review covers the period from 1 September 2020 to 31 December 2024 and considers all aspects of the operation of the seal licensing system, including all developments and improvements made following the recommendations of the 2020 review[1]. It also assesses the current operation of the licensing system.
