Draft circular economy strategy: strategic environmental assessment
Draft environmental report for the draft circular economy strategy.
Appendix B
Responses to the screening and scoping consultation
The consultation authorities (Scottish Environment Protection Agency (SEPA), NatureScot, and Historic Environment Scotland (HES) provided the following comments on the Screening Report for the Strategy, indicating agreement with the conclusion that significant environmental effects are likely, and therefore and SEA should be conducted.
| Consultation Authority | Extract from feedback on Screening Report |
|---|---|
| Historic Environment Scotland | The screening report states that there are likely to be significant environmental effects for the historic environment. We agree with this assessment. |
| NatureScot | We agree that a SEA should be undertaken, and all SEA topics should be included within the assessment. |
| SEPA | In regard to our main areas of interest (air, water, soil, human health, material assets and climatic factors) we agree with the conclusions of the screening report that the proposed PPS may have significant environmental effects. |
The following feedback was provided in response to the Scoping Report:
Consultees were broadly in agreement with the proposed scope of the assessment but provided suggestions for improvements to the methodology.
All consultees were in favour of the proposed two-month consultation period on the Environmental Report.
Suggestions have been incorporated into the assessment wherever possible. If proposed additions fell outwith the scope of the SEA, e.g. comments referring to impacts occurring outwith Scotland, or broader economic impacts, they have not been included in the Environmental Report. Such comments will be shared with the appropriate colleagues/teams for consideration in the subsequent development of the Strategy.
