Scottish Government Response to British Industrial Competitiveness Scheme: Consultation on Regulatory Changes and Scheme Delivery

The analysis sets out the Scottish Government's response to consultation on implementing the British Industrial Competitiveness Scheme, discussing regulatory changes to exempt eligible energy-intensive businesses from certain Renewables Obligation Scotland costs and summarising stakeholder feedback.

1 In April 2026 the index used to make inflationary adjustments to the Renewables Obligation and Feed in Tarrifs was changed from RPI to CPI. This change had the effect of reducing the rate at which scheme costs rise thus reducing the cost of the scheme over time.

2 Carbon Price Support (CPS) – a tax on the carbon emissions of electricity generators in Great Britain, first introduced in 2013 and currently charged at a rate of £18 per tonne of CO2 (or equivalent) emitted – will be abolished from April 2028. The CPS has the effect of making energy more expensive and its’ removal will lower overall system costs.
