The analysis sets out the Scottish Government's response to consultation on implementing the British Industrial Competitiveness Scheme, discussing regulatory changes to exempt eligible energy-intensive businesses from certain Renewables Obligation Scotland costs and summarising stakeholder feedback.

Summary of the consultation

The Scottish Government consultation, published on 16 June, sought views and evidence from a wide range of stakeholders, including:

  • Electricity suppliers
  • Ofgem
  • Citizens Advice
  • Consumer groups
  • Generators and any bodies who represent them
  • Other electricity consumers
  • Businesses

The consultation gave stakeholders an opportunity to offer their views on the proposals as well as provide appropriate evidence. This consultation was available on gov.scot and also emailed directly to stakeholders. The consultation ran for 2 weeks from 16 June to 30 June 2026. A total of 9 valid responses were received from stakeholders, including but not limited to businesses, industry bodies, and electricity suppliers. Not every question was answered by all respondents. The responses have been carefully analysed and considered, and this document provides a full Scottish Government response. Responses captured in this document refer to “respondents”. Each individual response submitted has equal standing, regardless of whether this was received on behalf of an organisation or an individual.
