Islands Programme capital fund 2021/22 to 2024/25: grant awards - evaluation

Note about terminology

Throughout this report, the term Islands Programme is used to refer to the five-year capital grant scheme that has been administered jointly by the Scottish Government Islands Team and the Scottish Futures Trust between 2021/22 and 2025/26. Note that, in its first year, the scheme was named the Islands Infrastructure Fund (IIF). Its name changed to the Islands Programme for the 2022/23 funding round. These two names refer to the same capital fund.

This evaluation focuses on the first four years of the programme only: 2021/22 to 2024/25. The 2025/26 funding round – offering £5.3 million in capital funding – opened to applications in May 2025. This round is not included in the evaluation.
