Scotland's Redress Scheme Statistics December 2021 - June 2026

This publication provides statistics on applications, outcomes and payments made, fees and costs, as well as apologies made in the first 54 months under Scotland's Redress Scheme.

Applications

This section presents figures showing the number of applications received and applications passed to Redress Scotland. The word ‘applications’ refers to an application for a Fixed Rate Payment (FRP), an Individually Assessed Payment (IAP) or Next of Kin Payment (see background notes for definitions and eligibility criteria). There are circumstances where individuals may apply for more than one type of payment – for example applying for an FRP initially and subsequently applying for an IAP. For the purpose of these statistics, these are counted as separate applications. The number of applications reported in this section does not include those for legal fees or expenses, which can be claimed as part of the scheme and are discussed in the ‘Fees and costs’ section.

Total number of applications received

In the first 54 months of the scheme, a total of 9,676 applications were received for redress. This represents applications received for FRP, IAP and Next of Kin Payments and includes any applications which were subsequently withdrawn. Of all the applications submitted during the first 54 months of the scheme, 96% were made by survivors and 4% were made by next of kin (Table 1). The most common application type was IAP applications (78%) followed by FRP applications (18%). IAP applications have remained the most common application type received across each of the 54 months of the scheme.

Following the launch of the scheme, a large number of IAP and FRP applications were received in early 2022, totaling 397 in January 2022 (Chart 1). Following this, monthly applications declined steadily through 2022, falling to a low of 63 in October 2022. Applications then remained broadly stable before increasing from the beginning of 2024. Monthly application volumes peaked at 496 in March 2026. There has been a particular increase in IAP applications since January 2025. In contrast, the number of FRP and next of kin applications have remained relatively stable over the same period.

Total number of priority applications

Where a survivor or next of kin applicant is suffering from a terminal illness, their application is marked as a “P1” application. Where a survivor or next of kin applicant is aged over 68 years old, their application is marked as a “P2” application. These applications are prioritised when being allocated to Scottish Government caseworkers, and by Redress Scotland when making decisions.

In total, 2,328 of the 9,676 applications (24%) received during the first 54 months of the scheme were assigned either a P1 or P2 status (Table 2). Of these 92% (2,145) were P2 status and 8% (183) were P1 status.

Applications passed to Redress Scotland

Applications submitted to Scottish Government are sent to Redress Scotland for consideration by a panel. This section presents the number of financial redress applications passed to Redress Scotland during the first 54 months of the scheme. This does not include applications sent to Redress Scotland to assess serious convictions, nominated beneficiary eligibility or permission to re-apply. Some applications may be counted more than once. This is because Redress Scotland may return an application to ask for additional information from survivors, nominated beneficiaries or next of kin applicants. Once the information is received, the application is once again sent to Redress Scotland.

Applications have been sent to Redress Scotland, for consideration, since February 2022. Between February 2022 and June 2026, 4,868 applications and responses to requests for additional information from survivors, nominated beneficiaries, and next of kin were sent to Redress Scotland. Of these, 4,571 were applications (47% of all applications received by the Scottish Government), and a further 297 were responses to requests for additional information in relation to these applications.

Applications not yet sent to Redress Scotland include those awaiting further information from the applicant, and/or from organisations who hold records and/or where verification of information provided is still required. In other cases, applications may have been withdrawn or paused at the applicant’s request.

Chart 2 shows the number of applications sent to Redress Scotland by month. As above, applications were first sent to Redress Scotland in February 2022, with the number of applications sent generally increasing over time before reaching a peak of 186 in July 2024. Following this peak, application volumes being sent to Redress Scotland remained relatively stable, before showing a slight downward trend from mid-2025 onwards.
