Scotland’s Cladding Remediation Programme monthly management information: September 2025

This report presents management information for Scotland’s Cladding Remediation Programme to provide an indication of progress on a monthly basis.


Single Open Call

On 25 March 2025, Scottish Ministers launched the Single Open Call, which is an opportunity for residential property owners or their representatives to notify the Programme of their concerns about cladding in their properties, and (subject to the height and age of their property) to apply for government funding for a statutory Single Building Assessment (SBA) to be carried out.

As at 30 September 2025, the Cladding Remediation Programme had received 1,062 expressions of interest (EoIs) via the Single Open Call. This number includes EoIs that may not be eligible for funding from the Cladding Remediation Programme to carry out an SBA for various reasons, such as a developer being responsible for assessment and remediation, or not meeting the criteria for an SBA to be required, for example the building(s) not being 11m or more in height.

Half of the EoIs were submitted by factors or property managers and almost half by social landlords.

As at 30 September 2025, the Cladding Remediation Programme had identified that 368 of the EoIs received as part of the Single Open Call were not eligible for funding from the Cladding Remediation Programme to carry out an SBA. It is important to note that not all of the EoIs received had been checked for eligibility at that date, so the number of EoIs that are not eligible for SBA funding is likely to increase.

As at 30 September 2025, the Cladding Remediation Programme had issued initial grant or funding offers in relation to 478 EoIs. Because up to £50,000 is offered for each EoI to pay for the cost of an SBA, the Cladding Remediation Programme had offered up to almost £24 million in funding for SBAs. However, offers to building owners are subject to further SBA eligibility checks, and so may not proceed to an SBA.
