Review of pre-release access in Scotland
An independent review of the practice of allowing pre-release access (PRA) to official statistics ahead of publication in Scotland.
Footnotes
a. Defined in the European Code of Statistics Practice as the main producer of official statistics in a country and/or the organization responsible for coordinating all activities related to the development, production, and dissemination of official statistics in the national statistical system
b. The British Social Attitudes Survey (2014, 2016, 2018) was conducted face-to-face, and the Public Confidence in Official Statistics survey was conducted online, and due to this difference in mode, the proportion of respondents who reported ‘Not sure’ or ‘Don’t know’ differs between the two surveys, with this proportion being higher in the BSA results.
c. ‘No data’ indicates where response options differed between the British Social Attitudes (BSA) survey and the Public Confidence in Official Statistics (PCOS) survey.
d. The original question wording from BSA reads “The figures are misrepresented or spun by politicians or the media but as this question was split into two items for the PCOS survey, this figure includes those who agreed that “The statistics are misrepresented by politicians” and “The statistics are misrepresented by the media”.
