Reducing greenhouse gas emissions - proposals and policies: report

Report prepared under section 36 of the Climate Change (Scotland) Act 2009, setting out proposals and policies to compensate in future years for the excess emissions resulting from the missed 2019 emissions reduction target.

1 The Climate Change Plan update itself discharged this duty in relation to the previously missed 2017 and 2018 annual targets, by setting out inter alia policies and proposals sufficient to both meet future targets and outperform these by the necessary amount to compensate for the excess emissions.
