Residential Rehabilitation Services: recommendations on clinical governance
This report summarises the findings and recommendations of the Future of Residential Rehabilitation Working Group on the improvement of clinical governance of Residential Rehabilitation Services in Scotland
Key Findings
- Regulatory Gaps: No distinct or single designation for RR exists; HIS and CI operate under the limitations of the service definitions which do not take into account the specific aspects of RR, that can leave clinical elements poorly regulated
- Clinical Risks: Inconsistent detox planning, monitoring, and medication management; premature discharge without risk mitigation.
- Workforce Issues: Non-clinical staff often manage detox without adequate training; limited access to specialist clinicians.
- Data Deficit: No comprehensive record of detoxification activity, outcomes, or adherence to guidance.
- Harm Reduction Shortfalls: Incomplete provision of naloxone, relapse prevention medication, and assertive linkage to mutual aid.
