Public Services Reform (Scotland) Act 2010 (Part 2 Further Extension) Order 2025: consultation analysis
Consultation analysis report on extension of order making powers under Part 2 of Public Services Reform (Scotland) Act 2010.
Consultation and overview of responses
Respondents were invited to set out if they supported or opposed the proposals to extend the life of each of the two Order-making powers; and to provide reasons for their views.
The consultation asked two specific questions:
Q1. Do you agree that the Scottish Ministers should seek the Parliament’s approval to extend the order-making powers in section 14 of the Public Service Reform (Scotland) Act 2010 (powers to improve efficiency, effectiveness and economy in public functions) for a further 5 years from May 2025?
Q2. Do you agree that the Scottish Ministers should seek the Parliament’s approval to extend the order-making powers in section 17 of the Public Service Reform (Scotland) Act 2010 (powers to reduce or remove burdens resulting from legislation) for a further 5 years from May 2025?
A total of 21 responses were received; of these, 15 were from organisations and six from individuals. We have published 16 responses, and these can be found on Published Responses page of the Scottish Government Consultation website.
The remaining five respondents did not want their responses published, however all responses have been included in this analysis report irrespective of whether or not they have been published.
This analysis follows the layout of the consultation document.
A full list of the organisations that responded can be found at Annex A.
