Public sector pay policy for chief executives for the year 2025 to 2026 sets out the framework for pay increases and applies to chief executives with settlement dates in the year between 1 April 2025 and 31 March 2026.

The aims of the Scottish Government’s approach to public sector pay is for it to be fair, sustainable, and to deliver value for money. Chief Executives play a crucial role in delivering the Scottish Government’s objectives and priorities through their public bodies, including advancing public sector reform and providing services to the people of Scotland.
The Chief Executive Framework forms part of the Scottish Government’s Public Sector Pay Policy and covers all aspects of Chief Executive remuneration. Pay arrangements for senior staff below Chief Executive are expected to be covered by the staff pay remit with the exception of Senior Civil Service pay which is a reserved matter.
