Scotland's Public Sector Clean Heat Development Fund: how to apply

This grant supports public sector organisations to develop heat network and off-gas-grid clean heat projects.


How to apply

To apply, you should:

  1. email spshdf@gov.scot to request an application pack
  2. read the guidance note carefully before completing your application
  3. complete the application form in full
  4. make sure the form is signed by the lead contact and countersigned by a senior officer authorised to approve the application on behalf of your organisation - digital signatures are acceptable
  5. email your completed application, along with your supporting evidence, to spshdf@gov.scot by 23:59 on 9 September 2026.

If your application spans multiple emails, make sure each email is clearly marked.

What to include

Alongside your completed application form, you must include supporting evidence. This is explained in the guidance note, and a checklist is included on the application form to help you.

Your supporting evidence should include:

  • a project risk register
  • a project plan
  • evidence to support your project costs
  • copies of any project work completed to date, if applicable

After you apply

After the application deadline, an assessment panel will assess all eligible applications against our scoring criteria. We may contact you for clarification or additional information during this time.

We will notify you of the outcome by email, sent to the lead contact named on your application form. We aim to notify applicants of the outcome by the beginning of October 2026.
