Scotland's Public Sector Clean Heat Development Fund: how to apply

This grant supports public sector organisations to develop heat network and off-gas-grid clean heat projects.


Eligibility

Who can apply

You can apply if your organisation is classified by the Office for National Statistics (ONS) as Scottish central government. This includes:

  • Scottish Government directorates
  • executive non-departmental public bodies of the Scottish Government
  • executive agencies of the Scottish Government
  • non-ministerial offices of the Scottish Government
  • Scottish health bodies
  • further education colleges

You can also apply if you are a:

  • local authority - this includes the local authority estate and any educational facilities within their ownership (schools cannot make a separate application; this must be covered within the relevant local authority's application)
  • local authority arms-length external organisation (ALEO) - if you are an ALEO, you must take a strategic approach to your whole estate and make sure the same sites are not included in applications submitted by both you and your parent local authority
  • university

Who cannot apply

You cannot apply if you are a:

  • private sector organisation
  • public corporation
  • registered charity (unless included in the ONS classifications above)
  • individual or sole trader

What funding can be used for

Funding can be used for project development activities under the 2 themes listed in the overviewEligible activities may include:

  • the development of feasibility studies
  • options appraisals
  • business cases and technical assessments relating to heat network connections or off-gas-grid heat decarbonisation projects

What funding cannot be used for

You cannot use funding for activities that fall outside the 2 eligible themes. This includes:

  • existing staff costs
  • capital works
  • building energy audits
  • carbon management strategies
  • estate management strategies

When funding must be spent by

All projects must be completed by 31 March 2027.

Procurement rules

All organisations must follow existing procurement rules, including the Public Contracts (Scotland) Regulations 2015.
