Equality impact assessment (EQIA) for the extension of voting rights on Integration Joint Boards to service user, unpaid carer and third sector representatives.
Recommendations and Conclusion
The evidence and consultation analysis did not identify any specific direct or indirect impacts on protected characteristics, therefore no changes have been made to the policy as a result of the impact analysis.
No financial or resourcing implications have arisen following the EQIA analysis.
The policy change is set to take effect from 1 September 2026. As part of work to develop implementation guidance, we will work with delivery partners to consider proportionate and effective monitoring of the policy. This will ideally address the data gaps identified through this EQIA process, and should also include building a qualitative understanding of the cultural shift stakeholders have told us they believe can occur as a result of being given voting rights.
The EQIA will be revised in line with the outputs and outcomes of the implementation guidance process.
