Public Bodies (Joint Working) (Integration Joint Boards) (Scotland) Amendment Order 2025 ("the Order"): equality impact assessment

Equality impact assessment (EQIA) for the extension of voting rights on Integration Joint Boards to service user, unpaid carer and third sector representatives.


Key Findings

The framing exercise did not identify any specific impacts of the policy change on protected characteristics, however we expect to see positive impacts for both the disability and sex protected characteristics through successful implementation of this policy change. This is difficult to quantify at this stage of policy development, as the legislative change is a narrow one, and implementation of these potential impacts will develop through forthcoming work on statutory guidance and work with statutory partners to ensure the change is a positive experience for current and future lived experience representatives.

A more comprehensive EQIA is not required to accompany this Order as the evidence analysis did not identify specific impacts for any of the protected characteristics. Throughout the process to prepare the Order, the Scottish Government has engaged with those who will be most impacted by the change including existing IJB Chairs and Vice Chairs, and lived experience representatives. We have planned further engagement with these groups to ensure that they are supported with the implementation of the policy change.
