Introduction

The Environmental Noise (Scotland) Regulations 2006 require, on a five yearly cycle, the production of strategic noise maps and based on the results of the noise mapping preparation of Noise Action Plans for Agglomerations, Airports, and Transport.

Scottish Government consulted on a proposal to extend the strategic noise mapping and action planning cycle from five to ten years. In addition, the proposal sought to remove the requirement to review and revise the strategic maps whenever a major development occurs, and a further proposal to increase from one to two years the time between publication of the maps and action plans.

Proposed amendment to the Environmental Noise (Scotland) Regulations 2006 opened on 03 December 2025 and closed on 11 February 2026. We received 16 responses from local authorities, industry representatives, and individuals.
