Planning Applications Statistics 2024/2025: Annual and Quarterly (October 2024 to March 2025)

The number of planning applications received by local authorities for quarters 3 and 4 (2024/25) and annually (2024/25). The type of application and decision times for them are also provided.


6. Stopping the Clock

Stopping the clock is used where there has been a lengthy delay caused by the applicant or external consultees, outwith the planning authority’s control. This helps produce more accurate performance statistics that would otherwise have been skewed by extreme cases of delay outwith the planning authority’s control.

In 2024/25 there were 2,414 applications where the clock was stopped. The average amount of time stopped was 15.4 weeks. Nine percent of application involved a clock stop ranging from 40.5 percent in West Dunbartonshire to 0.0 in the Cairngorms National Park.
