Islands Communities Impact Assessment for the Non-Domestic Rates (Liability for Unoccupied Properties) (Scotland) Bill
4. Conclusions
It is considered that the Bill would have no significant effect on island communities as it would create a legal basis for the levying of rates on the owners of unoccupied properties from 1 April 2023, and the NDR system has already been operating in practice as if that were the case.
It is also considered that the Bill would have no significantly different effect on island communities than other communities in Scotland, with no adjustments required to the legislative proposal.
There are no islands specific considerations to make in evaluation, monitoring or measurement of outcomes.
