National Care Service Charter of Rights: equality impact assessment

Summary of the equality impact assessment (EqIA) undertaken to accompany the National Care Service Charter of Rights.


The Scope of the EQIA

This EQIA considers the potential impacts of the Charter of Rights across protected characteristics and with consideration to the three Public Sector Equality Duties, namely:

  • to eliminate unlawful discrimination, harassment and victimisation
  • to promote equality by advancing equality of opportunity
  • to foster good relations between people who share a protected characteristic and those who do not

The protected characteristic ‘marriage and civil partnership’ is not relevant to the policy area. Impact on all other protected characteristics was assessed.

Individuals who are more likely to access social work, social care and community health services, and therefore are more likely to use the Charter, include people with protected characteristics, such as older people and disabled people. People within these groups may also experience barriers to accessing information, including sensory impairment, language barriers and digital exclusion. They may also face wider structural barriers that affect their ability to exercise their rights in practice.
