Strategic commercial interventions: monitoring framework

Sets out best practice for the monitoring of commercial assets. The framework identifies the key data sources necessary to monitor strategic assets effectively, and sets out how summary monitoring reports can be compiled.


5. Monitoring Information Request List

Whilst not an exhaustive list, the table below sets out examples of key information to be requested from a business:

  • Information – Business Plan
    • Frequency – Annually or at significant milestones such as additional requests for funding support
      • Purpose – Sets out the company’s goals, strategic objectives and tactics for achieving such goals for a set period.
        • Reviewed by – Sponsor team, Finance
  • Information – CEO Report
    • Frequency – Quarterly
      • Purpose – Covering key activities during the previous quarter.
        • Reviewed by – Sponsor Team
  • Information – Management Accounts
    • Frequency – Monthly
      • Purpose – To provide financial statements to review business financial health
        • Reviewed by – Sponsor Team, Finance
  • Information – Sub-Committee Papers
    • Frequency – As required
      • Purpose – To gain an insight into the wider workings of the business
        • Reviewed by – Sponsor team, potential for industry specific expertise (internal policy or external support)
  • Information – Operational Reports
    • Frequency – Monthly
      • Purpose – Providing an outline of the current operations being undertaken by the business
        • Reviewed by – Sponsor team
        • Reviewed by – Sponsor team, Finance, SGLD, Industry specific expertise.

Information – Any papers covering a decision the board is required to sign off e.g.; Capital Expenditure, Renumeration, Business Development Strategy

Frequency – As required

Purpose; – To provide insight into the funds used to acquire, upgrade, and maintain tangible assets. Provides an overview of the money spent on FTEs for completion of potential project work (or day to day running). To understand the business’ primary objectives and how/if they align with SG’s intervention objectives.

As a shareholder, SG is expected to have access to the full suite of documents and information however this may vary depending on the intervention structure and governance arrangements. For example, to note that the GFG Lochaber guarantee is unlike the other current commercial assets given it is a privately owned business, therefore the sponsor team have limited control over receipt of information requested. However to counter this, the rhythm of how and what information is shared by the business is formalised as part of the guarantee.
