Monitoring the Strategy
The Scottish Government has developed two key documents to help monitor Scotland’s Mental Health and Wellbeing Strategy: a monitoring framework and an initial monitoring report.
The Monitoring Framework provides detailed descriptions of the specific measures (or "metrics) used to track the Strategy's outcomes over time. It was developed by mapping routine data from existing national sources to the Strategy’s outcomes. Where data is available, the framework links metrics to the majority of the outcomes, offering a strong statistical foundation for tracking progress. Where data is unavailable, it identifies gaps that limit monitoring and highlights areas where further development may be needed. It also identified several outcomes that cannot be monitored through routine statistical data due to their nature or focus.
The initial monitoring report outlines the progress made so far towards the Strategy's summary and short-term outcomes. Where data is available, it includes baseline data from before the Strategy was launched in June 2023, along with some data from 2024 and 2025 to show early changes. Where baseline data from before the Strategy was launched was not available, the most recent data has been used instead. Future reports will expand to include medium- and long-term outcomes, while continuing to provide updates on the summary and short-term outcomes.
