Mental Health and Wellbeing Strategy: Initial Monitoring Report and Monitoring Framework

The first monitoring report outlining progress towards Scotland’s Mental Health and Wellbeing Strategy outcomes, supported by an accompanying monitoring framework.


Monitoring the Strategy’s Short-Term Outcomes

This section presents the metrics used for monitoring the short-term outcomes outlined in the Strategy. The following ten short term outcomes are included:

  • Short term Outcome 3: When people seek support for their mental health and wellbeing, they experience a response that is holistic, flexible and takes a whole person approach, supporting them to achieve their personal outcomes and recovery goals.
  • Short term Outcome 4: A strengthened community-driven approach, which includes the third sector and community-based services and support, is supported by robust commissioning processes and adequate, sustainable funding.
  • Short term Outcome 5: People are able to more easily access and move between appropriate, effective, compassionate, high-quality services and support (clinical and non-clinical)
  • Short term Outcome 8: People know that it is okay to ask for help and have someone to talk to and listen to them
  • Short term Outcome 9: People are empowered to participate in the decisions that affect their health, treatment and lives.
  • Short term Outcome 10: Where there may be limits on the decisions people can make (due to the setting, incapacity or illness), they are supported to make choices that reflect their will and preference and feel that their views and rights are respected.
  • Short term Outcome 11: People feel able to participate in their communities.
  • Short term Outcome 12: More people feel able to engage with their communities
  • Short term Outcome 13: Communities have more equitable access to a range of activities and opportunities to support mental health and wellbeing                                                                  

Three of the Strategy’s short-term outcomes are not included in this report, as they would be more appropriately assessed through qualitative insight:

  • Short term outcome 1: People who lead, deliver and are accountable for the provision of services and supports use high quality evidence, research and data to improve mental health and wellbeing and to reduce mental health inequalities
  • Short term outcome 2: People lead, deliver and are accountable for the provision of services and supports have access to infrastructure and analysis that complement their processes.
  • Short term outcome 6: Locally and nationally, we have increased levels of cross-policy awareness and understanding that actively contribute to the realisation of rights and improved mental health and wellbeing of the population.

While one outcome is not included as no quantitative data was available to meaningfully monitor:

  • Short term Outcome 7: People have a shared language of mental health and increased understanding of mental wellbeing and mental health conditions.
