Low Income Winter Heating Assistance: consultation analysis

Analysis of the responses to our consultation on the proposal to introduce a new Scottish benefit, Low Income Winter Heating Assistance (LIWHA), to replace the current Cold Weather Payment scheme in Scotland from winter 2022.


1. The consultation opened on 1st December 2021 and closed on 25th February 2022

2. This includes clients in receipt of Pension Credit, Income Support, income-based Jobseekers Allowance, income-related Employment and Support Allowance, Universal Credit and Support for Mortgage Interest. Additional qualifying criteria for some of the low income benefits will also need to be satisfied in relation to disability premiums paid to the client or a disabled child in their household.

3. States Parties recognize that a mentally or physically disabled child should enjoy a full and decent life, in conditions which ensure dignity, promote self-reliance and facilitate the child's active participation in the community
