Island communities impact assessment for School Transport Guidance
This Island Communities Impact Assessment (ICIA) has been undertaken to consider whether the updated School Transport Guidance is likely to have any effect on island communities that is significantly different to its effect on other communities (including other island communities).
4. Step four - assessment
The revised guidance applies nationally and does not introduce changes that would uniquely affect island communities. However, we acknowledge that geographic isolation and limited infrastructure in island areas may increase costs and reduce flexibility in service delivery. These factors are operational challenges rather than impacts created by the guidance itself.
The assessment identifies the following potential barriers and wider impacts.
Potential barriers include:
- Higher costs associated with longer travel distances and ferry crossings.
- Limited vehicle availability and reliance on ferries for transport continuity.
- Seasonal variations affecting timetables and accessibility.
The guidance encourages local authorities to adopt flexible approaches, including:
- Tailored transport solutions for rural and island areas.
- Use of digital engagement tools for consultation and planning.
- Reference to safety resources such as RoSPA’s Safe Walking Routes guide to support active travel where feasible.
Local authorities already have mitigations in place, including ferry passes, dedicated minibuses, and adjusted timetables to address geographic constraints, and these measures remain unaffected by the revised guidance. There is no evidence of differing needs or expectations for island pupils compared to mainland pupils, and satisfaction and participation rates are consistent. No significant differences in outcomes are anticipated, as the updated guidance applies uniformly without disadvantaging island communities. The policy does not create any disadvantage for island communities compared to the mainland or between island groups. It sets out national principles without changing eligibility or operational requirements in a way that uniquely affects island areas, and stakeholder engagement identified no island-specific issues. On this basis, a full Island Communities Impact Assessment is not required.
