Interim National Care Service Advisory Board: Advice to Scottish Ministers and Council Leaders - Getting it Right for Everyone

The Interim National Care Service Advisory Board identified Getting it Right for Everyone as a priority theme for their consideration. The advice and recommendations have been prepared for Scottish Ministers and Council Leaders to help drive improvement and ensure consistency across Scotland.


Advice to Scottish Ministers

  • To enable GIRFE to be embedded at the local level, the interim Board believes that it must be embedded across health and social care policies and beyond, and recommends the following actions:

i. Scottish Ministers to promote and adopt the GIRFE practice model within national health and social care policies and strategies in line with the ambitions of the Service Renewal framework to promote joined up, person-led services designed around people and what works best.

ii. Scottish Ministers to support a coordinated approach to embedding GIRFE across national policy programmes, national bodies and their related scrutiny arrangements. This will ensure consistency and create the conditions for GIRFE to be embedded as Scotland’s national Adult Practice Model.

iii. Scottish Ministers to consider the application of the GIRFE practice model within the wider public sector reform agenda, extending its reach beyond health and social care.

  • The interim Board further believes that there is an important national role in supporting local systems and recommends the following actions:

i. Scottish Ministers to support efforts to further embed GIRFE locally within health and social care services by providing advice and support and opportunities for collaboration, for example the GIRFE collaborative learning community.

ii. Scottish Ministers to work with GIRFE leads, Health Boards and HSCPs to provide the Advisory Board with an overview of progress in mainstreaming GIRFE in national policy and local delivery.
