Independent Review of Creative Scotland
An independent report considering whether the remit and functions of Creative Scotland remain relevant, evaluating how Creative Scotland delivers its functions, and assessing how appropriately and effectively Creative Scotland uses and distributes funding.
Conclusion
Creative Scotland is a national body, established by the Scottish Government, and as such there is a requirement for that body to have regard to the ambitions of the government. Creative Scotland has clear direction from Scottish Ministers. The recent increased funding also demonstrates that it has a high level of political support. Within this direction Creative Scotland has the authority to determine its priorities and practices.
In completing this Review and gathering evidence from a range of sources there is clear support for a strong national body for the arts, culture and creative sector. It is also clear that improvements are needed for Creative Scotland to fully deliver its remit as a funder, advocate, influencer and a body that supports development of the sector. Creative Scotland’s existing remit provides sufficient flexibility to enable it to carry out all these functions.
Whilst the recommendations have focused on Creative Scotland, they will rely upon cross sector support to take them forward. Success of the sector in Scotland is not Creative Scotland’s alone to pursue. Other stakeholders such as the Scottish Government, local authorities, enterprise agencies and other cultural organisations all have significant roles. It is therefore important for others to consider the recommendations and the role they can play in further developing art, culture and creativity.
The recommendations have been presented to the Cabinet Secretary for Constitution, External Affairs and Culture who will consider next steps. The Scottish Government will consider how best to monitor the pace of adoption of these recommendations.
