As this option retains core responsibilities and functions, the CRWIA for the provision of the previous ICTG service is relevant here and therefore maintains the positive impacts of the original service.

10. As a result of the evidence gathered and analysed against all wellbeing indicators, will the proposal contribute to the wellbeing of children and young people in Scotland?

Yes. The Getting it right for every child (GIRFEC) continuum[2] articulates the importance of GIRFEC in protecting children and making sure that all children receive the right help at the right time. Appointing ICTGs to children who have no parental guardian in the UK will have a positive impact on the following wellbeing indicators:

  • Safe
  • Healthy
  • Achieving
  • Nurtured
  • Active
  • Respected
  • Responsible
  • Included

11. How will you communicate to children and young people the impact that the proposal will have on their rights?

We intend to work with the suppliers who are awarded the tender to ensure that relevant children and young people are informed about the retendered service. As the service remains largely unchanged and core functions retained, the impact on children and young people’s rights is expected to be minimal, as set out in the CRWIA for the previous ICTG service.

A completed CRWIA will be checked for accessibility and published online so those wishing to access it can do so. We do not intend to publish a specific child friendly CRWIA however have sought to write this CRWIA in an accessible way to allow children and young people to understand its content and the potential impacts it may have on them and their rights.
