Health and Wellbeing Census Scotland: Background Report
This publication provides information on the history and development of the Health and Wellbeing (HWB) Census in local authority schools in Scotland from 2015 to 2022.
An amended version of the Background Report was published on 27th June 2025.
Minor changes have been made within the stakeholder engagement, UK GDPR and data protection and lessons learnt and future development chapters. These make clearer Connect’s position on the Health and Wellbeing Census, that the Scottish Government is unable to link Scottish Candidate Number to a pupil’s name or address and that the Scottish Government will engage with parents/carers through the parent group Connect on future development. A link has also been corrected.
