Recommendations

47. Based on the analysis, option 2 – implement the Green Freeports model – is recommended.

Implementation considerations/ plan

48. In line with the programme and local control measures set out within this assessment, the Scottish Government – in its role as a joint delivery partner – will complete the setup phase of the programme, and move into the implementation phase, progressing the selected two Green Freeports into full operation.

Post implementation review

49. In line with the programme measures outlined within the assessment, Green Freeports will be subject to an ongoing performance management, supplemented by a monitoring and evaluation framework delivered in parallel with implementation.
