Recommendations/ preferred options

Enacting the JTP is the only option considered by the Scottish Government at this stage. If compared to a ‘do-nothing’ scenario from the evidence currently available, it is likely that the JTP is the more favoured or recommended option as there is likely to be a greater positive impact on businesses and regulation compared to the ‘do nothing’ scenario.

The current expectation is that the JTP will be monitored and evaluated throughout its implementation, and amendments will be made to inputs and processes based on interim findings from evaluation. If processes are implemented the chances of successfully achieving the targeted outcomes and impacts may improve, and processes are more likely to effectively mitigate against any unintended consequences.

Implementation considerations/ plan

The JTP sets out a series of actions that are divided into near, medium, and long-term commitments. These are set out against a timescale spanning from the present to 2045. These actions have been developed in collaboration with GFIB members and have been informed by feedback received during a public consultation on the draft version of the JTP.

Owners for each action are set out within the JTP, and with the oversight of GFIB these owners will be responsible for implementing these actions. plan. A timescale for when policy documents or regulations could be provided to businesses will be agreed upon at the outset of commencing each action. The JTP establishes a monitoring and evaluation cycle every two years, and within this cycle business representatives within GFIB would be expected to detail how they have complied with the actions set out within the Plan.

Post implementation review

The JTP outlines a robust Monitoring and Evaluation Framework that sets out a series of qualitative and quantitative indicators against which the plan’s efficacy will be measured. This includes measures of income deprivation, health outcomes, and employment data.

Action owners will be required to report into this framework, and the Scottish Government has committed to publishing its findings on monitoring and evaluation for the JTP every two years.

At each stage of this cycle the Scottish Government will consider whether an additional BRIA is required.
