Effective Cancer Management: framework

The framework for effective Cancer management is a guidance tool for Cancer Teams across NHS Scotland to improve and sustain performance of the National Cancer Standards. This version of the Framework now incorporates 10 elements to consider when planning and delivering cancer services.


Summary

In 2023 The Scottish Government published the Cancer Strategy for Scotland 2023 –2033 (Scot Gov 2023 with the vision that more cancers are prevented, cancer services are compassionate and consistent, provide earlier diagnosis and excellent treatment. The strategy aims to support patients throughout their cancer journey and improve outcomes and survival for people with cancer.

The Framework for Effective Cancer Management (FECM) aims to help achieve this vision by providing clear guidance to help NHS Boards achieve the national 62- and 31-day cancer waiting times standards.

NHS Boards across Scotland are facing a multitude of competing challenges, including unscheduled and planned care. However, cancer must remain a priority.

The Framework for Effective Cancer Management has been refreshed to now incorporate 10 elements that must be considered when planning cancer services and considering user experience. Two new elements have been included in the refreshed framework: Patient Voice and User Experience, and, Demand and Capacity. Of the 10 elements, 3 are overarching principles that cover all aspects of cancer services. The remaining 7 elements are more specific, operational principles.

Only when all ten key elements of the Framework are embedded will effective cancer management be achieved.
