Information request and response under the Freedom of Information (Scotland) Act 2002.


Information requested

You asked for information pertaining to capital infrastructure projects, specifically seeking the following information:

A. A list of all capital infrastructure projects funded by the Scottish Government in 2024–25 which experienced delays in delivery or required a re-profiling of expenditure into future years.

B. For each project listed, please include:

  • The original budgeted capital allocation for 2024–25
  • The actual capital outturn for 2024–25 (or latest available estimate)
  • The stated reason(s) for the delay
  • The revised delivery or payment schedule

Response

In relation to request A, I have attached web links to the last two published Major Capital Projects Progress Update reports from August 2024 and February 2025. These six-monthly Scottish Government reports outline the latest progress on the delivery of infrastructure projects with a capital value of £5 million or more which are at the Outline Business Case (or equivalent) approved stage or beyond. The report includes where relevant, any notable project ‘cost’ and ‘time’ variances relating to their planned delivery and the reason for these.

Notes

1. Rail Enhancement Capital Projects are funded via a portfolio budget. This means that there is no ringfenced funding provided for specific projects so any funding requirements are managed against competing priorities within the overall budget envelope that is provided to us.

2. The capital Outturn for the East Kilbride Rail Enhancement was higher than forecast as work was brought forward from 2025-26, due to the progress being made on construction.

3. Original budgeted capital allocation for 2024-25 was £40m then an additional £20m was allocated at Autumn Budget Revision 2024-25. The capital outturn figure of £58.11m for 2024-25 is provisional and subject to change within the finalised Scottish Government accounts.

4. Capital projects within the Health and Social Care Finance Directorate are funded via a portfolio budget. This means that there is no ring-fenced funding provided for specific projects so any funding requirements are managed against competing priorities within the overall budget envelope that is provided to us.

5. The full £51.9 million allocation for 2024-25 was utilised as planned. However, the actual capital outturn for 2024-25 also included £17.5 million reprofiled from the 2023-24 budget, resulting in a total spend of £69.4 million for the financial year. The budgeted capital allocation for the remainder of the project remains the same and no revised payment schedule is planned.
