School material on Israel and Palestine: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002

Information requested

Included in preamble of a recent public petition (PE 1879) calling on the Scottish Parliament to urge the Scottish Government to “Provide an accessible and professionally developed learning and teaching resource on Israel and Palestine”, is a reference to; “re-establishing a ‘strategic review group’ to oversee any revision of the original resource developed in 2016”.

Please provide copy of all correspondence exchanges between the Scottish Government with other government agencies and non-governmental organisations (NGOs) and MSPs, in particular but not limited to identifying the members of this group and/or the government departments, government agencies, and/or NGOs participating.

Correspondence should relate to the period; Sept 24, 2015 to Feb 18, 2019 inclusive.

Response

I attach a copy of most of the information you requested.

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because an exemption under section 38(1)(b) of FOISA (personal information) applies to some that information. This exemption applies because it is personal data of a third party, i.e. names/contact details of individuals, and disclosing it would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and in section 34(1) of the Data Protection Act 2018.

This exemption is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.

In addition, some of the information contained within the document is outwith the scope of the request and has therefore been redacted.
