The Scottish Government and the Scottish Living Wage: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002.

Information requested

Whether employees of Haven Products Ltd carrying out work for the Scottish Government, in relation to contract reference JAN306602 (document processing), are paid at least the Scottish living wage (and, if so, whether this is limited only to certain Haven employees)?

Response

The Scottish Government actively promotes the payment of the real Living Wage in Scotland by its contractors.  The steps which the Scottish Government has taken in addressing Fair Work practices, including the publication of Statutory Guidance along with Best Practice guidance and a Toolkit can be found on the website https://www2.gov.scot/Topics/Government/Procurement/policy/Procurementlivingwage.  It should be noted, however, that public bodies are unable to mandate that its contractors pay the Living Wage (either generally or specifically to those of its employees engaged on public contracts).

Some organisations are accredited as a Living Wage employer: a list of these is available at the website  https://scottishlivingwage.org/accredited.  In other cases, suppliers entering into a contract with the Scottish Government may make a commitment to pay the real Living Wage to workers engaged on the delivery of that contract.  (More information on this is contained in a previous Freedom of Information release, available at: https://www.gov.scot/publications/foi-17-02073/.)  Haven Products Ltd is not accredited as a Living Wage employer.
