This report presents findings from a review of asset transfers as introduced by Part 5 of the Community Empowerment (Scotland) Act 2015. The aim of this review is to present and synthesise findings on the implementation of asset transfer legislation and explore its impact.

Asset Transfer Legislation: List of Relevant Authorities
Relevant Authorities are listed in Schedule 3 of the Act and are also listed in part 6 of Scottish Government published guidance for Relevant Authorities. To note that the list can change over time as are added and removed as required. As of 5 March 2025 there are 95 Relevant Authorities for the purposes of asset transfer legislation as follows:
