The second annual report on the delivery of the Fair Work Action Plan (FWAP).


2) Action plan progress

Delivery has strengthened significantly since the previous reporting period. In that time, six actions have been completed and a further 16 have transitioned into long-term onward delivery (business as usual). This indicates that Fair Work activity is increasingly embedded in Scottish Government policy.

In November 2025, the Fair Work Convention published its Measuring Scotland’s Performance as a Fair Work Nation report. The report suggests that while significant challenges remain, Scotland has made measurable progress on improving Fair Work, particularly when considered over the ten-year life of its Fair Work agenda. The report identifies opportunities to build on Scotland’s strong foundations and make further progress in its Fair Work journey.
