4. Breakdown of Gross Expenditure by service-grouping, Scotland, 2006-07 to 2013-14

Expenditure by local authorities on Social Care services may be broken down into three main 'service-groupings'. Of the £2,908 million of Gross Expenditure by local authorities on adult (aged 18+) Social Care services in Scotland in 2013-14, community-based services accounted for £1,289 million (44%), accommodation-based services for £1,216 million (42%) and 'Assessment' and 'Support Services' for the remaining £402 million (14%). Definitions of the services which fall within the community-based and accommodation-based service-groupings are given in Section 9.2.6.

If Assessment and Support Services are excluded from the total, then the proportion of Gross Expenditure that is on community-based services, as opposed to accommodation-based services, may be defined[7]. In the case of adult (aged 18+) services in Scotland, Figure 3 shows that this proportion has increased from 46% in 2006-07[8] to 51% in 2013-14. A substantial component of this increase occurred in 2012-13 and is associated with expenditure associated with Self-Directed Support (see Section 5 for further discussion).

The breakdown of expenditure by service-grouping may be produced at the client group and local authority level using Chart 5A of the data spreadsheet. In the case of services for older people (aged 65+), the proportion of Gross Expenditure that is on community-based services, as opposed to accommodation-based services, has increased slightly from 40% in 2006-07 to 42% in 2013-14. In the case of services for younger adults (aged 18-64), the proportion has increased more rapidly, from 56% in 2006-07 to 67% in 2013-14.
