This is guidance on What and When to Evaluate policies, programmes and projects prepared by the Centre of Expertise in Appraisal and Evaluation.
Footnotes
1 See also the UK Government’s Magenta Book - page 12.
2 An evaluability assessment looks at how complex or ‘difficult to evaluate’ interventions can be evaluated. See Early Adopter Communities: evaluability assessment for an example.
3 The evaluation found that implementation of the policy did not cause widespread capacity issues in the short term, and that local authorities had been able to deliver the additional places required. While parents were being supported in their deferral decisions in the majority of cases, the evaluation highlighted several ways this could be improved further.
