Shona Riach was appointed the interim Director-General Exchequer, Strategy and Performance in April 2025.

Responsibilities

The role of Director General Exchequer, Strategy and Performance was established in September 2025, replacing and combining the previous DG Scottish Exchequer and DG Strategy and External Affairs.

The DG family brings together the teams responsible for strategy, performance, delivery, public service reform, legislation and high priority government relationships at home and abroad, along with the teams responsible for ensuring that the Scottish Government can deliver its priorities in a fiscally sustainable way, growing and protecting Scotland’s tax revenue and seeking to drive public value from the investment that we make.

The Director-General Strategy and External Affairs is a member of our Corporate Governance Board.

Biography

Shona was previously the Director for External Affairs and Culture.

Prior to joining the Scottish Government, Shona represented the United Kingdom on the Executive Board of the International Monetary Fund between 2018 and 2023. She has led at a senior level in various policy and delivery roles in the Home Office and HM Treasury.

Shona is a graduate of the University of Strathclyde and the University of Sussex and was awarded a CB (Companion of the Order of the Bath) in the King’s Birthday Honours List 2023.
