Equality and human rights mainstreaming: island communities impact assessment not required statement

An assessment outlining why an island communities impact assessment has not fully been completed for the equality and human rights mainstreaming strategy, action plan and toolkit.


Rationale for decision:

In Scotland, Local Authorities, Scottish Government and other public bodies have to carry out an Island Communities Impact Assessment when developing, revising and delivering any policy, strategy, service or legislation that could have a significantly different effect on island communities. It's a duty under the Islands (Scotland) Act 2018.

A full Island Communities Impact Assessment has not been undertaken for the Equality and Human Rights Mainstreaming Strategy, Action Plan and Toolkit. The reason for this is that these are not expected to have an effect on an island community which is significantly different from its effect on other communities (including other island communities). There are no aspects of the three elements that relate to geography or rurality and the policy is expected to have a positive impact on all protected characteristics.

As individual workstreams are delivered under the strategy, each will be assessed to determine whether an Island Communities impact assessment is warranted, ensuring that the specific impact on islands are considered where applicable. The decision point for these workstreams will be at a later point.
