Equality and human rights mainstreaming: equality impact assessment

This equality impact assessment (EQIA) results report provides a summary of the key findings from the detailed work undertaken to assess potential equality impacts of the equality and human rights mainstreaming strategy, action plan and toolkit.


Who will it affect?

The Strategy will serve as the overarching framework to support the Scottish Government and public sector in driving further progress. It aligns with ongoing initiatives such as the ongoing development of a proposed Human Rights Bill, ongoing work on PSED and the integration of equality and human rights into Scotland’s National Performance Framework. These efforts aim to further embed international human rights standards into Scots law, enhance accountability, and ensure inclusive policymaking. Collectively, they aim to position Scotland as a global leader in equality and human rights, with the Strategy providing the structure to support actions across government and public bodies.

People across Scotland, particularly those from marginalised and disadvantaged groups, will benefit from more inclusive and fairer public services.

The Strategy’s broader aim is to create long term positive change by addressing inequalities and therefore aligns with several of the National Outcomes of the National Performance Framework:

1. Human Rights: "We respect, protect and fulfil human rights and live free from discrimination". This is the most directly relevant outcome for an equality and human rights mainstreaming strategy.

2. Communities: "We live in communities that are inclusive, empowered, resilient and safe". The Strategy will contribute to creating more inclusive communities.

3. Fair Work and Business: "We have thriving and innovative businesses, with quality jobs and fair work for everyone" The Strategy will support fair work practices in the public sector.

4. Poverty: "We tackle poverty by sharing opportunities, wealth and power more equally" By promoting equality, the Strategy will contribute to this outcome.

5. Health: "We are healthy and active" The Strategy aims to address health inequalities and equal access to health services.

6. Education: "We are well educated, skilled and able to contribute to society". Promoting equal access to education and skills development is part of what this Strategy aims to achieve.

7. Children and Young People: "We grow up loved, safe and respected so that we realize our full potential". The Strategy will support equal opportunities for children and young people.
