7. Declaration and publication

I have read the Extended producer responsibility for packaging Full Business and Regulatory Impact Assessment and the Addendum to the extended producer responsibility for packaging full business and regulatory impact assessment (BRIA) prepared to support collection for recycling of plastic films from the non-household municipal sector. I am satisfied these documents (a) represent a fair and reasonable view of the expected costs, benefits, and impact of the policy, and (b) that the benefits justify the costs. I am satisfied that business impact has been assessed with the support of businesses in Scotland.
