Building standards - compliance plan manager role: development of scope

To develop proposals for the Compliance Plan Manager (CPM) role on high risk buildings in Scotland and further develop the scope of the role.


Appendix 1. Professional Body Group (PBG) Terms of Reference

1. The PBG is being convened for this project via two virtual meetings (MS Teams), each lasting 90 minutes. Both meetings are being facilitated by Pye Tait Consulting under contract to the Scottish Government.

2. The PBG is guiding Pye Tait Consulting’s work on this project by helping to:

  • Scope and ultimately ratify the role description, responsibilities, competences and accountability of the CPM;
  • Discuss the available market for professionals who could fill the role;
  • Explore the practicalities and risks associated with introducing the CPM role, taking into account other roles in the building standards process with which it will intersect;
  • Inform and agree on outline considerations for supporting tools, including the CHB, standardised competency framework, and whether there is a case for setting up a professional register for CPM and who might oversee it.

3. The PBG might also have a longer-term role beyond the confines of this project as part of the onward development and implementation of the CPM.

Meeting 1

4. The purpose of the first meeting was to draw on initial draft content to be developed and circulated by Pye Tait beforehand:

  • Discuss the outline role description and competences;
  • Discuss the potential market;
  • Explore the potential practicalities and risks around the role’s implementation;
  • Discuss outline considerations for the proposed supporting tools;
  • Inform questions that need to be asked for onward primary research.

5. The purpose of the (still planned) second meeting is to:

  • Reflect on the findings and content developed by Pye Tait;
  • Help to refine and ratify the job role document supplementary outputs/proposals as described above.

6. Participants to date (meeting 1):

  • Federation of Master Builders;
  • Royal Incorporation of Architects in Scotland;
  • Royal Institution of Chartered Surveyors in Scotland (RICS);
  • Local Authority Building Standards Scotland (LABSS)/Dundee City Council;
  • Stirling Council.
