To develop proposals for the Compliance Plan Manager (CPM) role on high risk buildings in Scotland and further develop the scope of the role.

CP
Compliance Plan – aims to support and strengthen compliance in the building standards system and ensure that work on a project is carried out in accordance with approved building warrant plans, details and the building regulations. CPs for HRBs are to be developed by the CPM, to include the collection of evidence needed to ensure all required inspections by relevant professionals are correctly undertaken and documented.
CCNP
Construction Compliance and Notification Plan – issued by the local authority with a building warrant, setting out the construction stages that have been identified for site visits or other alternative methods to check compliance.

Compliance Handbook – proposed document providing information and guidance to support the implementation of the CPM on HRB building projects in Scotland and one component of this scoping research

Compliance Plan Manager – proposed role to be implemented on all HRB building projects in Scotland and the subject of this role scoping research.
HRB
High Risk Buildings – proposed typologies are as follows:
- Domestic/residential buildings with any storey at a height of more than 11 metres above ground;
- Educational establishments (schools, colleges and universities);
- Community/sport centres and non-domestic buildings under local authority control/where the local authority has an interest in the building;
- Hospitals; and
- Residential care buildings.
