Annex F Planning, Reporting and Review of additional support for learning

Supporting Implementation of Additional Support for Learning in Scotland

The long-term plan of support for implementation sets out the areas for action across 2012-2016 to further support implementation of additional support for learning legislation.

The plan initially addresses four broad areas. These are;

  • the support available for particular groups of children or young people
  • areas for further support in implementation,
  • building capacity in staff to provide support, information, and
  • law and guidance.

Annual Reports to Parliament 2012-2016

In addition Scottish Ministers have a duty to report to the Scottish Parliament in each of the 5 years after the commencement of the Additional Support for Learning Amended Act on what progress has been made in each of those years to ensure that sufficient information relating to children and young people with additional support needs is available to effectively monitor the implementation of this Act.

The first report was published in March 2012.

Additional Support for Learning and Young Carers - Report to Parliament

The second of five annual reports to Parliament by Scottish Ministers on the implementation of Additional Support for Learning. This year the report focuses on both implementation of the Act and young carers. Published in 2013

Implementation of The Education (Additional Support for Learning) (Scotland) Act 2004 (as amended): Report to Parliament 2013

This is the third of five such reports, and is the middle point in this process. Consequently, this report will look back at implementation since the first report, set out the picture of implementation in the last year, and, focus on transitional arrangements in line with the themed approach taken to these reports. This information will be set in the context of wider developments in both additional support for learning and inclusion both in the UK and Europe. The third report can be found at this link:

A report to the Parliament on the continued implementation of the Education (Additional Support for Learning) (Scotland) Act in 2014

This is the 4th of 5 statutory reports and focuses on looked after children. The fourth report was in 2015

Supporting Children's Learning: Implementation of the Education (Additional Support for Learning) (Scotland) Act 2004

This report to Parliament sets out information on the implementation of Additional Support for Learning legislation in 2015 and considered mental health. Alongside this, this report also looks back across the five years of reporting and considers what has changed. It was published in 2016.

Country Review

Country Policy Review and Analysis ( CPRA) with European Agency for Special Needs and Inclusive Education

The goal of the CPRA work is to aid country reflection regarding the development of policy for inclusive education. It aims to act as a tool for stimulating discussion in the country concerned. Its central focus is to analyse the available information about current country policy for inclusive education; the CPRA work does not in any way address the actual implementation of the policy being considered. Scotland was involved in the piloting of country review and its review is found at the following link.
