Anne's Law draft regulations: consultation report
Summary of the findings from the 2025 consultation on the draft regulations for Anne's Law which impose new duties relating to visiting in care homes on care home providers.
Annex A: Additional Survey Questions
The survey incorporated branching questions that differentiated between respondents answering on behalf of an organisation or individuals. Once participants identified their respondent type, they were directed to the questions applicable to them, with irrelevant questions automatically removed.
The survey firstly asked the respondent:
- Who are you responding as? - Two options available
- Individual
- On behalf of an organisation
If the respondent answers ‘Individual’. The follow up question would then be:
- Which of these best describes you? - The following choices are then available:
- Care home resident
- Family or friend of a care home resident
- Member of staff of a care home
- Other professional working in health and social care
If the respondent had answered that they are answering ‘On behalf of an organisation’ the survey would then open branching for organisations only. Individuals would skip this section.
The first follow up questions:
- If you are responding on behalf of an organisation, please enter the organisation’s name here - Open text, max 250 characters limit
- What type of organisation are they responding on behalf of - Options:
- Health Board
- Local Authority commissioners
- Local Authority social workers
- Professional working in social care sector
- Provider of adult care homes
- Public organisation
- Other
The purpose of this question is to pinpoint exactly the type of organisation to enable our findings to be backed up with evidence from different perspectives and areas.
If the respondent selects ‘Provider of adult care homes’ the survey branching then opens follow up questions only for those responding as providers of adult care homes:
- What type of care does your associated care service provide? - Options:
- Nursing
- Mixed
- Residential
Then the survey continues with the following questions:
- Do you anticipate any further additional costs? Yes or no options
- How many residents do you currently support? Number entry only
- What impact will these duties have on your care home? - Open text, max 250 characters limit)
- What training or guidance will care home staff require? - Open text, max 250 characters limit
We asked more in-depth questions for care home providers as they are key stakeholders in this process. We wanted to understand how the proposed changes may affect them in order to be able to limit any potential negative impacts. Information was sought on the effects the regulations would have on care homes; potential costs, operational impact and any additional resources that may be needed such as staffing or training.
These responses were sought in order to compile a Business Impact Assessment (BRIA) to ensure that the regulations are proportionate and realistic for care home providers to implement.
