Anne's Law draft regulations: consultation report
Summary of the findings from the 2025 consultation on the draft regulations for Anne's Law which impose new duties relating to visiting in care homes on care home providers.
Additional Responses from Organisations
Several organisations submitted written responses outside the main survey. These responses were voluntarily submitted outside the formal survey process by organisations that wished to share more detailed views on the draft regulations. A short summary of them is included in this report to ensure that the information provided is not lost and can be considered alongside the other consultation evidence.
The organisational responses were generally supportive of the purpose of Anne’s Law and the direction of the draft regulations. Most of the issues raised focused on implementation and clarity, rather than changes to the regulations themselves. Their comments often did not sit neatly under any single regulation and instead highlighted several cross-cutting themes, including:
- the need for clear and practical guidance to support consistent implementation across providers
- the importance of transparency and documentation in the process of decision-making, especially when suspending or reviewing visiting arrangements
- potential operational pressures for care homes, including staffing capacity and training needs
- ensuring alignment between the regulations and the Code of Practice and existing safeguarding or public health frameworks
- recognising that providers may not always have full access to safeguarding or public health information, and may require support from other professionals such as social workers or health protection teams
- requests for practical tools such as templates or structured processes to support consistent and proportionate decision-making
The detailed points raised in these submissions will be considered as the regulations are being finalised and as the supporting Code of Practice is being developed.
